GENERIC APPROACH TO ASSESSMENT OF NAVIGATIONAL RELIABILITY

Abstract
This paper presents the generic approach to the assessment of the navigational reliability in the specific sea way. This approach combines two methods that are usually used when studying the safety at sea problem: analytical and statistical ones. The expressions are obtained that may be used for calculating the probabilities of the collision and grounding.

EVALUATION OFALLOWANCE TIME FOR COMMENCEMENT OF THE CLOSE QUARTERS AVOIDANCE MANOEUVRE

Abstract
While making the decision for any action to avoid close quarters situation the navigator must evaluate the manoeuvrability of the vessel for the commencement of the manoeuvre. Very simple and convenient methods recommended for the alteration course alone and alteration speed alone manoeuvres explained with the illustrations. The algorithms and the equations systems developed for obtaining the results of this article may be used for calculation of close quarters avoidance manoeuvre as in the operational ARPA and VTS systems as in the developing ones.

Abstract
The article consists of two parts. The first one presents a ship turning method in restricted waters that based on calculating the wheel-over point. The second part presents the method of ship’s turning in shallow waters that taking into account the increasing radius of turning due to increase of resistance of water and large water masses.

SEA-GOING ALL-TERRAIN VEHICLES FOR EXPLORATION AND DEVELOPMENT OFARCTIC AND ASIA-PACIFIC COAST

Abstract
The use of versatile sea-going ATVs utilizing inflatable tracks (ATV-ITM) is rational for unloading cargo on unequipped shore as well as for transport-technological operations in support of coastal and continental shelf exploration and developmentn, including coastal fishery and aquaculture. The advantages of this ATVclass are its low ground impact which is important for protecting sensitive tundra soil in summer, and energy efficiency in high sea states. ATV-ITMs are efficient in rough terrain, ice, snow and in the swamps; the new motion principle ensures reliable operation of vehicles in a wide range of adverse weather conditions both in the Arctic and the tropics.

MODELING OF THE UNDERWATER AIRFRAME - GLIDER

Abstract
The article shows opportunity to calculate and develop an underwater glider as alternative to the classic one, which would be less complicated and less time consuming in construction. To create the model of the device the author has developed a special method of identification system. The model of the underwater glider is developed in order to research the mechanism of buoyancy control and dynamics of the vehicle movements especially in shallow waters.

In this article the author considers the criterion function of the berths quantity optimization issue at the port, which can be solved by using the queuing theory. Also the author shows the structure of berth operating costs including the expenditures of the cargo front technological lines either busy with freight handling or idle waiting for a vessel.

The article represents an analysis and proposals for improvement of «Intertankvoy-76” and «Asbatankvoy 1977” voyage charters commercial conditions for transportation of petroleum products. Also the problems of harmonizing the «Asbatankvoy 1977” tanker voyage charter conditions, including changing terms in favor of shipowner are considered and addendum is drafted as well.

OPTIMIZATION OF HARD FORMALIZED PROCESSES USING FUZZY NEURAL MODEL

Abstract
The proposed modeling method of hard formalized processes regards not only qualitative data, but attribute (descriptive) as well as fuzzy defined non-formalized criterion & their connections. The model is developed for further process exploration with its behavioral forecasting and operational optimization. The method is based on fuzzy neuron nets technology. The operational optimization method is shown with factor analysis.

Abstract
The author conducts the analysis of marine profession specialist training in Sakhalin region and highlights crucial issues in this sphere, which are inherent in Russia and almost all maritime nations, as well as proposes acceptable solutions for maritime educational institutions, employers and society how to develop suitable manpower.

Abstract
The article proposes an algorithm of a cryptographic key formation based on particular points of a fingerprint using the n,t-limenal scheme of Shamir. The author also describes practical application of the proposed algorithm in the port security system.

The article reviews the aspects of the Chinese merchant marine development from 1996 to 2011. The authers analyze the processes of vessel fleet modernization, growth of China’s port system capabilities, as well as define the role of the fleet in the modern national economy of the PRC.
