DEVELOPMENT OF ARCTIC TRANSPORTATION IN RUSSIA

Abstract
The Arctic - is the most northern region of the earth. Water surface in the Arctic is shared between the Arctic Ocean and 10 adjacent seas, six of which wash the northern coast of Russia. So far, the navigation through the Arctic has been hampered due to the prolonged freezing, but global warming may significantly change this situation. This route is considerably shorter than the other transport corridors, and can significantly reduce the cost of transporting goods. The role of the Northern Sea Route persists on several objective reasons: geopolitical, political, geo-economic and economic. That is why the time has come to adopt a federal law on “the Northern Sea Route” and create the proper administration.

Abstract
Navigation in Arctic Seas was, is and will be fraught with the raised risk of navigation incidents. A ticket to successful shipping in high latitudes is an efficient work of all the elements of the Northern Sea Route, a high professional, especially glacial preparation of ship crews. Some measures are taken to restore the functioning of this important maritime communication in Russia, but a lot is off to do both in the field of technique and in the matter of maritime education.

Abstract
Opportunities and problems of integration of Russia and Macroregion Far East in the Asia Pacific Region are considered. Classification of transportation systems from the viewpoint of spatial economics is introduced. Influence of transportation systems on the cohesion of economic space is examined. Prospective ways of cooperation between Russia and Asian Pacific States in transportation area are proposed.

Abstract
This article explores the problems of delimitation of maritime economic domain (economic zone and continental shelf) between Russia and the United States in the waters of the Arctic Ocean, the Chukchi and Bering seas and the Pacific as well as between Russia and Norway in the Barents Sea and adjacent waters of the Arctic Ocean; investigates different aspects of the Agreement between the USSR and the United States concerning the line of delimitation of the maritime area of 1990 and the Treaty between Russia and Norway on maritime delimitation and cooperation in the Barents Sea and the Arctic Ocean of 2010.

Main existing methods of Offshore Oil&Gas Structure (OOGS) active protection from the impact of ice floes have been shown, newly developed methods of their ice protection deploying soft pneumatic inflatable capsules (SPIC) have been dwelled upon, design was made in CAD Solid Work software.

The article summarizes the experience of icebreaking ships use in the Russian Arctic as well as shows the main issues of Norther Sea Route support in order to maintain all year around navigation from East Asian ports to the Europe.

This article focuses on the legal aspects of maritime delimitation in the Arctic and the regulation of navigation in the Northern Sea Route. Also the historical aspect of the research questions is touched upon. The author also examines the sectoral principle of the responsibility delimitation in the region between the Arctic states. Particular attention is paid to the system of the Russian legislation in this region: current status and trends in changes. The main conclusion is the necessity to form a new (modern) system of national legal regulation of shipping along the NSR, in particular the establishing of new environmental regulations and standards.

Abstract
Sea ports are characterized as objects of high environmental and industrial risks. Decision-making process for prevention and elimination of emergency situation requires significant amount of operational information, especially determination of the source of impact. That’s why creation of an integrated comprehensive environmental monitoring system in ports is an important and urgent issue. The creation process of the harborage monitoring system includes overall assessment of administrative, regulatory, environmental, technical and technological aspects that will optimize the procedure of decision-making in emergency situations at ports and improve port ecological status.

Abstract
The article is devoted to problems of teaching students a modern everyday vocabulary and maritime terms at the lessons in conversational practice during the process of realization of exchange University programs. While communicating, not only maritime terms but speech forms of a seaman’s everyday vocabulary occur which are necessary to be understood by foreigners studying at Maritime State University. Classes in modern Russian are conducted in Maritime Museum and during linguistic excursions at the simulated sailing ship ‘Nadezhda’.
