Recent acceleration of the nuclear and missile program (technical progress, doctrine etc.) has made the Democratic People’s Republic of Korea (DPRK) de facto nuclear state. In this connection, the further intentions and steps of North Korean leadership are of specific interest. The present article analyzes current state of the DPRK nuclear and missile programs and strategic planning and attempts to determine the further development of nuclear issue of the Korean Peninsula.

It is feasible to consider the nuclear and missile program of DPRK as an integral component of national defense policy today. North Korea is not capable to effectively attack its potential adversaries with nuclear weapons. At the same time, the possession of nuclear weapons by DPRK has radically changed the geopolitical situation in North – East Asia.

The present article reviews the history and current state of the North Korean nuclear missile program, describes the main stages of the creation of North Korean nuclear and missile weapons, specific examples of the latter, as well as carriers of weapons of mass destruction. Growing Asian economy requires new transportation ways to deliver the commodities to the consumer markets. Simultaneously the development of Russian Arctic forms the demand to the large ocean-going vessels able to operate in heavy ice conditions. Both tendencies open the new opportunity to the shipbuilding industry of Republic of Korea that may become the main contractors for arising supply chain of Northern Sea Route.

Author considers the results of period, during which the head of DPRK Kim Jong Un remains in power, analyzes the reasons of his political rise and the main directions of the actions in the sphere of economics and foreign policy. It is alleged that all these actions have a logical basis, though with oriental “peculiarity”. As for Kim Jong Un and his supporters they are pragmatists and are interested in the survival of North Korea, that, in turn, is a guarantee of their own well-being. As well there are offered the ways for solving the North Korean missile and nuclear issues taking into account the interests of Russia.

The article deals with the problems of modern inter-Korean relations and nuclear threats in the region and on the Korean Peninsula. Its main topic is North Korean test-firing of missiles and their information consequences in the summer of 2017. Author researches some possible ways of international inter-action and cooperation, proposes to use for it the strategy of mutual interests and key perspectives. The other part of the analysis is connected with the mass-media publications which reflect the “public fears” about Korean nuclear aspect and its development in the future.

The events of 2017 led to deterioration of situation on Korean Peninsula. World community today cannot afford to ignore the transformation of North Korea into a major security challenge. Old approaches and estimates should be seriously reconsidered. There is no simple and easy way out of WMD crisis in Korea. Sanctions imposed on DPRK are untimely and non-systematic and may possibly have an adverse effect. North Korean leadership claims their nation must take a worthy place in the world they deserve. They should be given the opportunity to confirm this claim, but with no indulgence or preferential treatment. Financial transparency, security screening of transport activities and full compliance with internationally approved procedures are a must for Pyongyang and of course, for their partners. Educational cooperation is of special interest. North Korea badly needs qualified personnel capable of operating in globalized economy. Outside world will also benefit from this cooperation effort.

The article tells about problems of change of frontier of Russia with China in area of a joining of frontiers of Russia, China and the Korean People's Democratic Republic in Hasansky area of Primorski Krai according to the Agreement between the USSR and Chinese People's Republic about the Soviet-Chinese frontier on its East part May, 16, 1991. The Russian-Chinese contractual documents on territorial-boundary delimitation 1860, 1861 and 1886 are analyzed and the conclusion that in 1886 at re-demarcation frontier in area of Hasan Lake have been conceded to China area between the Hasan Lake and the Tumangan River in infringement of demarcation of frontier in 1861 is made. The territorial-boundary problem in this area between Chinese People's Republic and the USSR (Russia) and also between Chinese People's Republic and Korean People's Democratic Republic, caused by action of the physical-geographical factor as a result of which constantly there is an increment of the territory belonging Korean People's Democratic Republic is investigated, due to territory of China on the left coast of the Tumangan River which is compensated to China due to territory of Russia in area of the Hasan Lake.
